The interpretation of destiny is the delight of an astrologer, anyway, this astrologer. In 1992 transiting Pluto was at 20-22 Scorpio opposing Clinton's Moon, the ruler of his Midheaven. Pluto put him into power. Pluto brings transformation, psychological as well as physical. If we abuse our power, Pluto will be there to give us a swift kick in the pants, which was what happened to Richard Nixon. The South Node of the Moon is the karma control point. Transiting Pluto will be conjuncting Clinton's progressed South Node in 1999 and 2000. Will he be impeached? I don't think so. He has a strong Venus, Neptune and Jupiter, plus a winning smile and personality. Besides, the Republicans don't want to see Gore take office. All of Clinton's progressions indicate that he will be out of power in the year 2000, even though the aspects that terminate his stay in office have commenced in August 1998.

Clinton's progressed Midheaven conjuncts his natal Sun at 26 Leo in 1998 and 1999. The eclipses on August 22, 1998 and again on February 16, 1999 activate this aspect. This indicates a definite adjustment relating to power in his career. His progressed Venus at 26 Scorpio squares his natal Sun! Ah Venus, the Enchantress! If he only had hindsight, his destiny might be different! He does have a lunar eclipse on his Pluto in January 31, 1999 at 11 Leo which eclipse will activate progressed Mars square Pluto at 11+Leo. That again supports the transition relating to power. In July 1999 there is a lunar eclipse that opposes his Progressed Saturn conjunct natal Mercury at 7+ Leo. All of these aspects place great tension on him, preparing him for the transition from office. But when will it happen? Be patient, I will get to that! His progressed ascendant in 2000 will be at 20+ Scorpio opposing his natal Moon at 20+ Taurus. Remember, the Moon rules the Midheaven. It represents his vocation. This aspect indicates that he is separating from his office of trust. In addition transiting Saturn will be on his Moon in the year 2000. That is a heavy number! The Moon in Hindu astrology is very important.

In Hindu astrology there is what is called a "Sade Sati". It is a seven and a half year Saturn transit of one's Moon. Saturn's effect begins three and a half years before it reaches the Moon and ends three and a half years later. This is a period when needed lessons are learned and/or great transformations occur in the life, sometimes through the death of a grandparent or parent, or through illness and/or the deterioration of the body. In my case, the first time it happened, I married and the second time it occurred twenty-nine years later, my husband died. That was a real adjustment in my life. In Clinton's case his Sade Sati started when the Monica Lewinsky affair hit the news. Saturn will be at 20 Taurus in May 2000. His Sade Sati will end three and a half years later.

So, when will Clinton be out of office? I believe he will resign in late June or early July of 2000. Now, why do I say June-July and not May? Because there is a solar eclipse on July 1, 2000 which will be on his Midheaven and his progressed Vertex. It is the same eclipse that occurred on June 30, 1992 which propelled him (and Al Gore) into power. It took George Bush out of power. In addition, the solar eclipse on July 31, 2000 at 8 Leo will activate Clinton's progressed Mercury in Scorpio square natal Mercury and Progressed Saturn at 7+ Leo. Mercury rules his 12th house of retirement and sorrow. He may attribute his resignation to his health, and to the good of the country. No doubt he has been under a great strain which eventually takes a toll on the body.

Another reason why Clinton will resign before the termination of his office is that he would like Al Gore to have a shot at the presidency. Al Gore is known to have said at one time to Clinton: "What the hell are you doing?" Sun sign Aries, like Leos, are born leaders. Al Gore is an Aries. When he makes a judgment it is decisive. He takes action and doesn't sit on the fence waiting to be pushed. He was born to a father who was a Senator. The July 1, 2000 solar eclipse at 10 Cancer will be on Al Gore's progressed Venus at 9 Cancer in the year 2000. Venus brings joyous opportunity, abundance and all the desires of your heart. In the year 2000 Al Gore's progressed Midheaven will be at 12+ Gemini sextiling natal Pluto at 12+ Leo. This is opportunity for power, control and status relating to his vocation. His progressed ascendant at 14+ Virgo will favorably trine his North Node. The solar eclipse on August 11, 1999 at 18 Leo will activate his progressed antivertex and progressed Saturn conjunct natal Mars at 18+Leo. Mars is important because it rules his Aries Midheaven. Keep in mind that the effects of a solar eclipse can occur, even as long as eighteen months or more from the date of the eclipse. That aspect will put her in the White House in the year 2000. Al Gore does not have the charisma and smile of Bill Clinton but if he plays his cards right, he might be reelected in November 2000. He can be a force for good in the world and not just in this country.

Hillary's chart also confirms a big adjustment relating to power in her life in the year 2000. Her progressed Sun opposes natal Uranus. Uranus is the planet that definitely brings change. In her chart Venus rules her 7th house cusp, (Taurus). Venus represents her spouse, Bill Clinton. In the year 2,000 her progressed Venus will inconjunct Saturn. An inconjunct brings a separation-adjustment, a change. Venus aspecting Saturn definitely means that there will be an alteration in her husband's employment (Saturn). Transiting Pluto in 1992 was on her ascendant at 22 Scorpio. Pluto put her into power. In 2000 transiting Saturn will be on her descendant. That is the exit cue for Bill Clinton. Saturn is the planet that brings changes according to our karma. Now, karma is not always bad. It is action that we have taken both mentally and physically that brings a reaction. It is like a ball that is thrown up and then comes down with a thud, that is, if you have misbehaved. Transiting Saturn will be on Bill Clinton's Moon, and on Hillary's and Chelsea's descendants in May, 2000, early June. Hillary's natal Saturn is on Bill's natal Sun. He needed her to keep him on the straight and narrow path. She is a parent-type for him. Sometimes big kids are tired of being disciplined and want to be naughty.

Hillary's Scorpio planets square her Leo planets, Mars, Pluto and Saturn. These are three heavyweights. They mean business. A square is bad enough but these are in fixed signs. They don't give up once the mind is made up! Leo itself is a power sign and three power planets in a power sign spells: "I need to be boss and to be in control"! She is highly evolved and has directed her tremendous energy in constructive avenues, such as her career and fighting for children's causes. Squares in the chart are like an obstacle course. We grow spiritually through overcoming obstacles. The worst nature can manifest under the square, but when our inner dog is tamed, we may strive towards self-mastery. The great inner battle takes place in the sign of Scorpio.

Of all the signs of the zodiac, Scorpio is the most difficult, according to the Tibetan Master in Esoteric Astrology by Alice A. Bailey. Hillary has her ascendant, Mercury, South Node, Chiron, Venus plus her Sun in that sign. That, is a lot of Scorpio! The symbol for Scorpio is the scorpion for a definite reason. Its sting releases the pent-up, intense venom on its victim with a passion! There is no forgiveness, nor repentance. You may notice these traits in some Scorpio friends and relatives. You never want to have a Scorpio for an enemy. The eagle is also a symbol for the sign of Scorpio. When one has evolved to the point where he recognizes his own imperfections, he can soar above his anger and transmute it. He is aware of his intense emotions and tries to channel them constructively. My second husband had Sun and Moon in Scorpio. He was aware that in his last life, he was so enraged at a student that he threw a book at him. In this life he consciously worked at tolerance and patience with others. He was loved by everyone.

Hillary was attracted to Bill Clinton because of his Libra. Almost all of his planets are on his Libra ascendant or in Libra. Libra is the opposite of Scorpio. Everyone likes a Libra. They are charming, diplomatic and fun to be with. They want to please everyone. They want no enemies. They appreciate beauty, including beautiful women and beautiful women are attracted to them. They want to bring about harmony through compromise. All those Libra planets work well with the sign of his Leo Sun. It brought him opportunity to be in power to lead the country toward better conditions.

There is some doubt as to whether Hillary's time of birth is 8:02 AM which would give her a 22 Scorpio ascendant, or PM which would giver her a 29 Gemini-0 Cancer ascendant. Hillary gave the time as PM but her Mother said it was AM. I had been using the PM chart, but recently when I prepared the AM chart using Vedic astrology, there was no doubt that the AM chart is correct. Hillary's seven and a half year Sade Sati started in December 1990. Her Moon is at 22 Pisces in the AM chart. Hillary tried to introduce health care legislation, but with Saturn on her Moon she was vilified and viciously attacked by the extreme-right wing Republicans, who are beholden to the status quo, and to the Multi-Nationals. In case you are not aware, it is Big Business that fills the coffers of Congressmen. That is why they are inactive on meaningful campaign finance reform legislation. Her Sade Sati terminated in April, 1998, when the public empathized with her.

Another reason why Clinton will be out of office before the election in November 2000 is the prophecy of the great conjunction of Jupiter-Saturn in an earth sign. Every time it has been in an earth sign, our president was assassinated, died in office or resigned from office. The conjunction takes place every twenty years. President Kennedy was assassinated in the sixties, President Franklin Roosevelt died in office in the forties, President Woodrow Wilson collapsed and retired from the Presidency in the twenties and William McKinley was assassinated in 1901. The last time these planets were conjunct was on July 24, 1981 at 4:56 Libra. Libra is an air sign, so President Reagan, although wounded by an assassin's bullet, did not leave in office. The great conjunction will occur on May 28, 2000 at 22:45 Taurus, an earth sign.

The major conjunctions of Jupiter and Saturn act upon the horoscope of countries and its rulers. Astrologers base their interpretation for the next twenty years on the Jupiter-Saturn conjunction chart. A chart drawn up for the Jupiter-Saturn conjunction for Washington DC puts the East Point exactly on the 4th house cusp of Al Gore's chart and the East Point of Al Gore's chart is exactly on the Midheaven of the Jupiter-Saturn conjunction chart. Al Gore's Neptune is on the ascendant of the Jupiter-Saturn chart. This suggests a connection to his Presidency. The East Point-West Point is another meridian that circles the earth. Pluto in the USA's chart is on the South Node of the Moon in the Jupiter-Saturn Chart. The South Node of the Moon is the karma control point. Karma plus Pluto-power is a very interesting combination. Upheavals due to karmic past action is inevitable.

Pluto and Mars are in opposition to each other in this chart. They are in battle station positions. Both rule the 2nd house of finance. That bodes ill for economic conditions. Uranus in Aquarius squares Jupiter and Saturn in the 8th house of debts owed the nation. With the necessary transformations made in the monetary system, the prognosis for recovery and for health is good. Neptune trines the Sun and Venus in the 8th house. A trine is like a cosmic reward for lessons learned in past lives. This aspect suggests a return to prosperity in the next 20 years. Mercury inconjunct the South Node of the Moon suggests that the media will still be powerful in the hands of the forces that control the public's thinking.

A colleague e-mailed a graph to me showing that Clinton's popularity fell in August 1998 and again in October-November 1998. I believe the stock market crash that will begin with Japan in the Fall of 1998 will contribute to the cause his unpopularity. As long ago as 1988 a forecast was made in SHARE INTERNATIONAL Magazine by a disciple close to the Head of the Spiritual Hierarchy, that the next stock market crash would begin with Japan. A collapse of international stock markets inevitably must create economic havoc. This will be a wake-up call for people round the world to begin to demand economic, social and political justice. The public has been hypnotized and lulled into complacency by the media that is owned and operated by mega-corportions. Children and grown-ups parrot what they hear on Television, but are not aware of extreme poverty and injustice that cause dissatisfaction and resentment in the world.

So, when will this Japanese stock market crash occur? According to Dr. Sergey V. Smelyakov of the Ukraine, Uranus is the planet that will shake us up and lead us into the new century. Eventually (far in the future) it will bring us the changes necessary for peace based on justice. It will be stationary in October 1998. Stationary planets are potent! Planets on 29 degrees and 0 degrees suggest the ending of a policy/system and the beginning of a new way of thinking. In late October 1998, Saturn, Neptune, the North Node, Sun, Venus, Mercury and the Moon will be on those degrees! This will be the time for the Japanese stock market to crash! It could start in late October or in November, 1998. On November 1st, 1998 Saturn and Neptune will be exactly on 29E30 degrees, Mercury will be on 29 degrees, the North Node will be at 29 degrees, and the Moon also. This is one powerful combination! Japan owns US Treasury bonds and when they dump them to shore up their economy, the United States will feel the effect. Japan has been selling its real estate holdings in this country at a loss.

Saturn in Aries and Neptune in Capricorn are in square. That means new ideas will be difficult to accept for society. The traditional forces that represent the status quo are very strong. Only through suffering and the reaping of our karma can mankind realize its right relationship to the universe. Saturn is the planet that teaches us to practice self-discipline and to be responsible for our brother. Neptune urges man to understand his relationship to the universe. Neptune sees the universe as a whole and all the parts are part of the whole. This is why astrology works! All the cells of the body of humanity must be fed, clothed and housed. We have been stabbing our right arm with our left arm. As a result the whole body of humanity suffers. Neptune urges us to help, heal, serve, find beauty and the God within us. The needs of the people must be met. Hunger must be eliminated worldwide. Education, work and health care for all is a right and not a luxury. How will all this be brought about? The plans are already drawn waiting for the right moment for the politicians to take action. Only an economic disaster can galvanize the people into action to dispel greed as the motor that runs a government. After the dark night, there is the dawn.
